Paradise Valley Expertise
Zoning & Design Review
Most of Paradise Valley sits under R-43 zoning, a one-acre minimum lot size, with a 24-foot height limit. Any lot at 15% slope or greater is classified as hillside and falls under review by the town’s Hillside Building Committee — grading, drainage, retaining walls, materials, and lighting, typically six to twelve weeks per review cycle. Gated communities including Clearwater Hills, Judson Estates, and Finisterre layer their own HOA architectural review on top of that.
Hickok Homes builds and renovates custom homes here from our Carefree studio just north of town, accounting for that review timeline from the first site visit, not after plans are already drawn. A significant share of our Paradise Valley work is renovating existing estate homes, including projects where exterior changes still require Hillside Building Committee or HOA review.

Paradise Valley — Frequently Asked Questions
Can I build on a hillside lot in Paradise Valley?
Hillside sites may require additional design review and engineering. The lot’s slope, access and applicable town requirements should be evaluated before design is finalized.
Does Paradise Valley require architectural review?
Town requirements and any applicable neighborhood association rules can affect the design. Confirm the approvals needed for the specific property early in planning.
Can an existing Paradise Valley home be remodeled instead of rebuilt?
That depends on the home’s condition, your design goals and applicable approvals. A site assessment can help compare renovation with new construction.
What should I bring to a Paradise Valley home building consultation?
A property address or survey, inspiration images, priorities, an approximate budget and your preferred schedule are useful starting points.
How do you plan for desert heat in a custom home?
Orientation, shade, glazing, insulation and cooling system design are important considerations. The right combination depends on the site and project.
Does Hickok Homes build custom homes in Paradise Valley?
Yes. Hickok Homes maintains a dedicated Arizona office at 1852 Century Way in Carefree, and our team builds custom homes and manages whole-home renovations throughout Paradise Valley and the surrounding North Valley.
What makes building in Paradise Valley different from other Phoenix-area communities?
Paradise Valley is zoned almost entirely R-43, a one-acre minimum lot size, with a 24-foot height limit and a separate Hillside Building Committee review for any lot with 15% slope or greater. Several gated communities also layer their own HOA architectural review on top of the town’s requirements.
How long does Paradise Valley’s design review and permitting process typically take?
Hillside Building Committee review alone typically runs six to twelve weeks per submission cycle, and complex hillside lots can require more than one cycle. We build that timeline into your project schedule from the first site visit.
Does Hickok Homes handle whole-home renovations in Paradise Valley, not just new construction?
Yes. A significant share of our Paradise Valley work is renovating existing estate homes, including projects where exterior changes still require Hillside Building Committee or HOA review.
Can Hickok Homes work with my own architect on a Paradise Valley project?
Yes. We also partner with independent architects and designers, coordinating construction documents, structural engineering, and the zoning and hillside review process around a design that’s already underway.
